No, only full-time Bachelors and Masters students can enroll in public helath insurance in Germany. Language students and studienkolleg may enroll in private health insurance offered by Cannywings.

Health insurance premiums begin at the start of your enrolled academic term. For instance, if your semester starts on October 1st and you arrive in Germany on October 10th, you will still be charged from the semester’s start date, October 1st.
